Pennsylvania Health Care Cost Containment Council
Barry Buckingham stepped into his role as executive director of Pennsylvania Health Care Cost Containment Council (PHC4) in 2021. He leads the independent council’s efforts to address rapidly growing health care costs.
Buckingham’s leadership background spans health insurance companies, healthcare practices, government and more. As PHC4 prepares for several key retirements, Buckingham values the strong internal candidates ready to assume some of the roles, but recognizes that he and his team “must capture vital institutional knowledge, adjust workloads and recruit and onboard new talent.” He added, “With collaboration and clear priorities, we will manage these transitions and maintain PHC4’s high standards.”
Transitions are not new for Buckingham nor PHC4, which has been constantly evolving since its founding under Pennsylvania Act 89 of 1986. This year, the council expanded outpatient reporting, enhanced geographic analysis tools and mapping efforts and incorporated interactive reporting displays. They also strengthened academic outreach and stakeholder engagement. “With teamwork, we maintain momentum and continue delivering high-value work,” said Buckingham.
