Joan Bradbury oversees several state agencies in Pennsylvania by working with the executive and legislative
branches of government to write, research and advocate for quality supports and health care services.
“I am the go-to-person in the senate majority caucus on all things health care, Medicaid and human services and I
welcome the chance to teach others about these programs and how they work in Pennsylvania,” she said.
Bradbury has spent close to a decade lobbying and advocating in health care and health policy in Pennsylvania
and with the Commonwealth’s general assembly.
“It is no exaggeration to state that (Bradbury) was one of the very few statewide leaders who almost single-
handedly guided the entire Commonwealth through the COVID-19 pandemic,” said nominator Diane McNaughton.
“From vaccines and long-term care readmission policies, to a new grant program for HVAC systems in nursing
homes, and emergency waivers of onerous regulations that were impeding emergency response, she worked
seamlessly with senators on both sides of the aisle and never ceased to amaze all with her maturity and the depth
and breadth of her professional knowledge.”
Bradbury is a Silver Award Girl Scout and Christian, both of which have ingrained service into her daily life.
“Currently I volunteer with UPMC Harrisburg as a baby cuddler in the NICU,” she said. “This is by far one of my
most favorite volunteer activities. I’ve been to Guatemala and across the U.S. for mission trips even, but nothing
compares to ending the day at the NICU holding a precious baby.”
