Kolling’s clients include both higher and basic educational entities, non-profit and government entities, economic development organizations, and sports teams as well as arts and cultural organizations. “I was a member of the Strategy 21 Economic Development and Strategic Partnership working group which advised local public officials, as well as various business leaders, regarding strategies to encourage development in Pennsylvania,” he said.

He has been in his current position for 25 years.

“Just in the last year I was successful in securing public funding at the state level for projects related to public infrastructure and economic development as well as for higher education and cultural organizations totaling nearly $30 million. In addition, being also a federally registered lobbyist, I secured funding through the congressional community projects appropriations process for education and local government,” Kolling said.

He is a political science graduate at Penn State and was initially involved in political campaigns at the federal, state and local levels. He was hired by the Allegheny County Commissioners as a government relations assistant before creating his own lobbying organization, which resulted in Kolling eventually joining Buchanan Ingersoll & Rooney.
