Manor Township-based Rettew named Grant T. Smith a manager in its land development group. He is a registered landscape architect with 30 years of experience, a bachelor’s degree in landscape architecture and a master’s degree in urban and regional planning from Penn State University. Nicholas J. Basile was named an environmental scientist. He will coordinate ecological studies for well pads, impoundments and pipelines for natural gas clients in New York. He has seven years of environmental consulting experience and a bachelor’s degree in biology from Penn State University.

He is an author and has 25 years of experience, a BA in American studies from Hampshire College, a master of planning degree from the University of Virginia and an MS in historic preservation from the University of Vermont.

Arlington, Va.-based Federal Bar Association named Robert J. DeSousa president-elect. He is the state director for U.S. Sen. Pat Toomey, R-Pa., and a lieutenant colonel in the Pennsylvania Army National Guard. He also has been an assistant U.S. attorney. He in joined the company 1979 and most recently was chief operations officer and a liaison to the State Board of Accountancy. He has a BS in marketing and manpower management from Drexel University.

Chambersburg-based F&M Trust Co. named Tiffany Miller assistant financial services officer in its downtown Chambersburg office. Before joining the bank in 2008 as a teller, she was in customer service for a publishing house for four years. Lisa A. Cesa was named a financial services officer and community officer manager for the Greencastle branch. She has more than 17 years of banking experience and an associate degree in retail management from Hagerstown Community College.

Newberry Township-based James Craft & Son Inc. named Victor Vascellaro an estimator and sales representative. He is a master plumber with 30 years of experience.

 East Hempfield Township-based Warfel Construction Co. named John Celot and Judd Foelker project estimators. They were employed by Benchmark Construction Co. Celot has more than 15 years of construction experience and a BA in architectural engineering from Penn State University. Foelker has more than 15 years of experience and a BS in marine engineering from the State University of New York Maritime College. Connor McGee was named a project engineer. He has a BA in engineering from Lafayette College. Stacey Roschel was named a bid coordinator. She will manage the specialty contractor database and coordinate all bidding activities for the estimating department. She was a project administrator.

Deloitte & Touche LLP named Srini Subramanian a principal in security and privacy services with the Harrisburg office. He was a director. Lona Cooper was named a director for systems integration with Deloitte Consulting LLP. She had been a senior manager.

Pittsburgh-based Buchanan Ingersoll & Rooney PC named Kevin P. Kinross a senior adviser in its state government relations group. He has more than 10 years of political campaign management experience and currently is re-election campaign manager for Philadelphia Mayor Michael Nutter. He also was chief of staff for Allegheny County Executive Dan Onorato and  served as a special assistant to Gov. Ed Rendell. He has a BA in history from John Carroll University and a law degree from Duquesne University Law School.

Daughenbaugh has more than 10 years of Web development experience and an associate degree in specialized technology for multimedia design from Bradley Academy for the Visual Arts and a BS in interactive media design from The Art Institute of Pittsburgh. Utilities
Valley Forge-based UGI Corp. named Robert F. Beard president and CEO of UGI Utilities Inc. He is a professional engineer with 20 years of natural gas utility experience, most recently as vice president of marketing, rates and gas supply. He has a BS in petroleum and natural gas engineering and a master’s degree in management from Penn State University. John L. Walsh, who had been president of UGI Utilities, was named president and chief operating officer of UGI Corp.
