Accounting

East Pennsboro Township-based Boyer & Ritter named Jaclyn R. Davidson and Wesley Veigle directors. They are both certified public accountants. Davidson is a member of the services group and specializes in audits of governmental organizations. Veigle is a member of the practice group.

Banking and finance
Chambersburg- based F&M Trust named Erin Sunday investment and trust services market manager for the Capital Region. Sunday has 25 years of experience working with high-net-worth individuals and with families of people with special needs.

Construction
In the Harrisburg-based Edwin L. Heim Co. electrical division, Jordan Hartman was named electrical estimator, Ali Kann electrical administrative assistant and Brett Yingst electrical purchasing agent.

East Hempfield Township-based Warfel Construction Co. named Colleen Lynn director of business development. Lynn will lead the business development team’s activities and strategies. Gina Bonafede was named director of marketing.

Government
Pennsylvania Health Care Cost Containment Council named Karen Groh to its Payment Data Advisory Group committee. Groh is president and CEO of Lebanon-based Lebanon Valley Chamber of Commerce and vice chair of the council.

Gov. Josh Shapiro named Shea Zwerver to the Pennsylvania Development Board, a private-sector policy advisory board under the state Department of Labor & Industry. Zwerver is workforce relations and public affairs manager with Swatara Township-based short-term traffic control company Flagger Force.

Law
Pittsburgh-based Eckert Seamans Cherin & Mellott LLC named Jacqueline Lynette Carter a commercial litigation associate in the Harrisburg office. Carter has represented Social Security Disability and Supplemental Security Income claimants before Pennsylvania administrative law judges, drafted prehearing briefs and appeals council briefs, and assessed and summarized medical evidence.
Nonprofits
Harrisburg-based Whitaker Center for Science and the Arts named Mary Oliveira president and CEO, effective Nov. 6. Oliveira will be responsible for strategic planning, financial stewardship and community engagement, as well as guiding the expansion of science, technology, engineering and mathematics programming in the greater Central Pennsylvania area.

Real estate
Wormleysburg-based NAI CIR named Cooper Debernardis and Tony Plakas agents. Plakas also has owned his family’s Hanover-based restaurant for more than 30 years.

Self-storage
York-based Investment Real Estate Group of Companies named Virginia Thress human resources manager. Thress will manage compliance with relevant laws and regulations and accurate and timely payment of employees, along with the company’s benefits program. Thress is also an adjunct professor at Alvernia University
