Kinsley Construction builds upon company legacy

In the past calendar year, Kinsley Construction has worked with WellSpan Health on the construction of hospitals in York, completed office renovations in Lancaster and a child development center in Mechanicsburg, and named a new CEO. 

Quite the list of achievements for the York-based construction company and materials supplier. Specializing in building, civil, and industrial construction, Kinsley Construction serves the Mid-Atlantic region with more than a dozen offices across Pennsylvania, Maryland, Delaware, and Virginia. 

The appointment of Jason Stouffer as CEO marks the upward climb of a person who has spent his entire career at Kinsley Construction, and understands the company’s history, culture and values.

Stouffer started as a summer laborer and advanced through multiple leadership positions over more than two decades. Along the way, he has gained firsthand experience across nearly every level of the organization. Stouffer sees his new role as an opportunity and a responsibility—to build on the foundation established by company founder Bob Kinsley while positioning the company for continued success across the Mid-Atlantic region. 

Together with Co-Chief Operating Officers Andrew Kinsley and James Kinsley, Stouffer’s focus is on building upon the company’s legacy, investing in its people, and ensuring Kinsley Construction remains well-positioned for its next chapter.

Kinsley Construction’s projects are many and varied. The company served as construction manager and general contractor for the new 33,000-square-foot Cleveland Brothers facility in Milesburg, which includes equipment maintenance, refurbishment, warehouse and office space. 

The Kinsley team also completed Buildings One and Three at Manchester Commerce Center, delivering more than 1.4 million square feet of warehouse, manufacturing and office space. The company’s self-perform services played a significant role in these projects, providing services that included site work, tilt-up concrete construction, concrete placement, earthwork, and specialized interior improvements. 

Kinsley completed the award-winning Oil Creek Floodplain Restoration and Hanover Trolley Trail projects, restoring more than 5,700 linear feet of stream channel, removing legacy sediment, reconnecting the floodplain and expanding York County’s recreational trail network through new trail segments, pedestrian bridges, and related infrastructure. 

Outside of Central Pennsylvania, Kinsley recently completed Harvest Hall at the Maryland State Fairgrounds, serving as construction manager for the demolition of the former Farm and Garden Building and construction of a new 10,000-square-foot, climate-controlled event facility. 

Kinsley Construction’s current projects include replacing the SR 74 Carlisle Road Bridge in Dover. The scope of work includes demolishing the existing structure and replacing it with a three-span concrete bulb T-Beam bridge, as well as preserving a four-span prestressed concrete spread box beam bridge on Harmony Grove Road. 

The company is nearing completion on Cloverleaf Business Park, a large-scale industrial development that included the construction of two tilt-up concrete warehouse facilities of 58,000-square-feet and 246,000-square-feet and comprehensive site development services, including earthwork, utilities, stormwater infrastructure and paving. 

Outside of York County, Kinsley is performing infrastructure development services for the West Apron Hangar Development Project at Reading Regional Airport in Berks County. Crews are installing stormwater management systems, sanitary sewer and water lines, stormwater ponds and completing milling and paving to prepare the site for future vertical construction. 

The company is constructing the new Kutztown Public Works Building, a 20,000-square-foot, two-story facility that will house municipal equipment storage and office space. The company is self-performing concrete foundations, slab-on-grade construction, carpentry, and the installation of doors and hardware. 

Kinsley has completed the first two phases of The Barn Resort, transforming the former Boyds Bears complex into a mixed-use destination featuring event, retail, dining and hospitality spaces. The completed work included construction of a 400-seat ballroom, renovations to retail and dining areas, and preparations for 70 new hotel rooms. 

The company self-performed numerous elements of the project, including demolition, concrete work, structural steel, framing, drywall, custom millwork and exterior improvements. The owner is exploring additional future phases as the long-term vision for the property continues to evolve. 

Kinsley’s Dagsboro office is completing a major athletic field improvements project at Sussex Technical School in Delaware. The project includes new baseball and softball fields, a football stadium, turf track and field facilities, parking areas, and access roads designed to enhance the school’s athletic and recreational offerings.
