Lititz-based ELA Group Inc. named Thomas W. Devenney director of water and wastewater engineering. Devenney will oversee and coordinate the department’s work while continuing his water and wastewater engineering design and project management work. He is a professional engineer.
Associations
York Builders Association named Tina Wilderman director of member services. Wilderman will oversee membership recruitment and retention efforts and manage and develop programs and events that benefit association members
Dallas, Texas-based American Association of Chairs of Departments of Psychiatry elected Dr. Erika Saunders president. Saunders is chair of the department of psychiatry and behavioral health at Derry Township-based Penn State College of Medicine.
Banking and finance
Stonebridge Financial Group, a wealth management firm with offices in Manheim Township and Wormleysburg, named Nicole Tyminski a corporate retirement plan associate.
Construction
Silver Spring Township-based Mowery named Michael Sola vice president of the special projects group. Sola will lead a team of experts to tackle the company’s complex and high-impact projects. Bill Manna was named vice president of preconstruction. Manna will oversee the preconstruction phase for all projects. Bill Sutton was named chief strategy officer. He will develop and implement marketing and business development strategies and assist with future growth planning.

Tysons, Virginia-based Maximus named John MacMillan of Harrisburg vice president of future market development. He will prepare and position government agency clients in health and wellness, welfare and safety net, constituent services and federal agency integrations.
Health care
Derry Township-based Penn State Health named Dr. April Armstrong vice president for orthopedic services for Penn State Health Medical Group. Armstrong will oversee orthopedic services across the medical group and will continue as C. McCollister Evarts professor and chair of the department of orthopaedics and rehabilitation for Penn State College of Medicine and the Milton S. Hershey Medical Center.
Higher education
Derry Township-based Penn State College of Medicine named Kathleen Sturgeon director of the Oncology, Nutrition and Exercise Group, which establishes evidence-based physical activity and nutritional interventions as the standard of care once cancer is diagnosed. Sturgeon is assistant professor and researcher at Penn State Cancer Institute.
East Pennsboro Township-based Central Penn College elected Dwight Utz chairman of its board of directors. Utz was president, CEO and director of York Township-based PeoplesBank.
Insurance
South Middleton Township-based Strickler Agency named Mindy VanDerlyke director of business development and communications. VanDerlyke will be responsible for marketing and public relations, recruitment and sales culture and development.
Law
Manheim Township-based Saxton & Stump named attorney Seth Mendelsohn senior counsel. Mendelsohn will be a member of the environmental, workplace safety and utilities group and the business, corporate and tax group. Mendelsohn also is an adjunct professor at the University of Maryland Global Campus MBA program. Jason Somma was named a shareholder in the intellectual property group and will also be part of strategic partner Palq IP. Somma, a registered U.S. Patent and Trademark Office attorney, will help businesses grow through intellectual property and business management strategies.
Lancaster-based Barley Snyder named Jacob H. Kiessling an attorney in its Harrisburg office. Kiessling will assist clients with matters including corporate formation, business operations and asset acquisition.
Nonprofits
York County Community Foundation named Jason Andrews grants program manager. Andrews will compile and analyze data to help develop high-impact grantmaking programs. Chawna Griffith was named grants administrative assistant. Griffith will coordinate meetings, follow up with grantees and track the progress of the grant team’s goals, programs and events.
Harrisburg-based Veterans Outreach of Pennsylvania, which will help veterans experiencing homelessness find shelter and support in a soon-to-be-built “tiny homes” village and community center along the Susquehanna River in Harrisburg, named Jordan Ames executive director. Ames is 21-year veteran of the U.S. Marine Corps with multiple deployments, including to Iraq and Afghanistan.
