A sprawling 460 acre development in Conewago Township, York County is expected to offer more than 1,640 combined residential units by the time it is fully built out in 2040.

York-based Pasch Companies plans to break ground on one of the largest master-planned communities the midstate has seen in nearly 30 years, the commercial and residential real estate investment and development firm announced on Wednesday.

The community, named Freedom Square, has a planned build out lasting nine phases and 19 years.

Upon its completion, the community is expected to feature: single family units, active adult units, a senior memory care facility, office space, garden apartments, two hotels, restaurants, convenience and retail stores, storage and flex space, rental townhomes, urban apartments, a grocery store, a coffee shop and senior apartments.

Half of the project’s 460 acres is expected to be left as greenspace.

Timothy Pasch, president and founder of Pasch Companies, said the acreage needed for the build was created from five separate land purchases, the first made in 2017.

“It’s been a dream of mine to create a master plan so I have been looking for a long time to find a large area where we could create a live, work, play environment,” Pasch said.

The firm plans to begin breaking ground on the first phase of the project next year– a series of single family units and senior apartments. Pasch said that the variety of housing featured in the plan is part of an effort to provide diverse housing options for York’s growing population and for the needs of its seniors.

Between the parcels of land, street costs and the build out of the first apartments, Pasch estimated that the project’s first phase will cost $25 million.

The company expects to put more than $800 million of private investment into the finished project and will be looking at grant funding to help offset that cost. The company also secured a $500,000 grant to help with storm water management.

Freedom Square is by far the largest project the developer has ever taken on. Pasch Companies is currently working on a number of other smaller projects including The Paddock Active Adult 55+ Lifestyle Community in Red Lion.

Pasch said that after completing its other projects in the region, his firm will begin to focus solely on the Freedom Square project.

“We are hoping to complete (The Paddock) by next year so we can start here,” he said. “The goal will be to go from one retirement community to the next. In the future we will be working on one location but will have projects like retirement and commercial going on at the same time.”

When Freedom Square is completed, Pasch estimates that it will have provided 4,939 construction jobs and 1,583 permanent jobs. The company also expects the project to generate $21.2 million in annual tax revenue when completed.

Sen. Kristin Phillips-Hill R-York said that she is looking forward to seeing the economic impacts of such a project throughout the county.

“The size, scope and magnitude of this project will have a significant impact on the county of York and while it is not located in the 28th district, the reverberations it will have in the district will be significant.”

Pasch said that he expects the influx of people coming into Freedom Square will not have trouble finding work in the area, referencing the community’s proximity to Interstate 83 and over 5 million square feet of warehouse space.

“The excitement of this is to be able to create something generational,” he said. “It will last much longer than my time. It will be wonderful community for generations to come.
