Accounting

Manheim Township-based RKL LLP named Lisa Enders tax innovation leader. Enders is a certified public accountant and will focus on driving efficiency across the tax services group.

Construction

Paradise Township-based B&D Builders named William Dietz general manager. Dietz will enhance growth, streamline processes and ensure that clients are well served. William Phipps II was named relationship manager. He will maintain strong relationships with clients and forge new ones with prospective clients.

Distribution

Swatara Township-based Schaedler Yesco Distribution Inc. named Matt Healy residential construction sales manager.

Economic development

Cumberland Area Economic Development Corp. named Christy Zitsch economic development manager. Zitsch will cultivate strategic partnerships with businesses, municipal and governmental entities, and chambers of commerce to support the county’s economic health. Zitsch will also facilitate financing arrangements through state loan and incentive programs.

Government

Harrisburg-based Judicial Conduct Board of Pennsylvania elected Nancy L. Clemens chair, William C. Wenner vice-chair and Scott B. Cooper secretary. Clemens is the children and youth service line director for Service Access and Management Inc. and oversees children and youth programming across Pennsylvania. Wenner is a magisterial district judge in Dauphin County and an instructor with Harrisburg Area Community College’s police academy. Cooper is an attorney and a partner at Schmidt Kramer P.C. in Harrisburg.

The U.S. Navy named Abram Burnett a member of the Senior Executive Service and legal counsel for Hampden Township-based Naval Supply Systems Command. SES ensures that the executive management of the U.S. government is responsive to the nation’s needs, policies and goals. Burnett will lead attorneys and professional staff in 19 offices worldwide, who will handle legal services for NAVSUP and procurement legal services for the Navy Field Contracting System.

Law

Manheim Township-based Saxton & Stump named Adam Friscia executive manager of business development and government relations. Friscia will support the work of the regulatory and government affairs and environmental, workplace safety and utilities groups. Attorney Harlan W. Glasser was named a shareholder in the labor and employment group, investigations and criminal defense group, and healthcare litigation group. Glasser will work with clients to develop risk mitigation strategies and represent their interests in complex litigation.

Nonprofits

East Pennsboro Township-based Capital Region Partnership for Career Development named Steve Hassinger a board member. Hassinger is director of career services and development with Central Penn College.

Self storage

York-based Investment Real Estate LLC named James Fleming a project manager for the Investment Real Estate Group of Cos. Fleming will help determine project specifications, plan construction operations and ensure deadlines are met. Jack Fritsche was named chief financial officer of the group. Fritsche will oversee financial planning, including accounting, financial analysis and reporting, forecasting, budget management, cash flow planning and compliance. Nancy Delach was named vice president of human resources for the group. Delach will plan, lead, direct, develop and coordinate the policies, activities and staff of the human resources department. Erik Peckmann was named manager of financial planning and analysis for the group. Peckmann will use historical data to project future results and analytics to guide the company’s direction. Moove In Self Storage named Tina Damron a district manager for Iowa, Pittsburgh and Harrisburg-area properties. Damron will support properties, team member development and performance enhancement.
