BRAC effect less than expected

Fewer people than originally anticipated are choosing to live in York and Lancaster counties following job transfers to Aberdeen Proving Ground in northern Maryland, according to mid-process statistics.
The concentration of some workers' new ZIP codes has shifted to the north and east toward New Jersey, compared with expectations, said Karen Holt, BRAC manager for the Chesapeake Science and Security Corridor, a regional planning consortium.
