The Tax Foundation cited Pennsylvania’s recent elimination of the capital stock and franchise tax, which impacted its ranking on the property tax component, as a major driver of the improved ranking.
Improvements to the state’s previously worst-in-the-nation unemployment insurance tax structure were also mentioned in the 2017 list, which analyzes five tax components.
Pennsylvania moved up to No. 45 in the unemployment insurance tax ranking.
The corporate tax structure in the commonwealth also remains one of the worst in the country, according to the index, and ranked 44th. At 9.99 percent, the state has the second-highest corporate income tax in the country.
The best state’s on this year’s overall list: Wyoming, South Dakota and Alaska. The worst: New Jersey, New York and California.
