A Chester County construction company is the apparent low bidder for the largest single highway construction contract to be bid in the history of PennDOT District 8, which spans southcentral Pennsylvania.
PennDOT said this week that it received five competitive bids, ranging from $104.7 million to $143.2 million, for a project to widen and rebuild Interstate 83 east of Harrisburg.
The work would cover a stretch of the highway running from just south of Exit 48 for Union Deposit Road through Exit 50 for Colonial Park/Progress and up to Exit 51 for Interstate 81 in Lower Paxton Township.
J.D. Eckman Inc. submitted the lowest bid. PennDOT is now reviewing the proposal and expects to award the construction contract within the next six to eight weeks.
The four other bidders were Bedford County-based New Enterprise Stone & Lime Co. Inc.; York County-based Wagman Heavy Civil Inc.; Chicago-based Walsh Construction Co. II LLC; and Allegheny County-based Trumbull Corp.
PennDOT said it would like to see preparation work begin this fall. The work will focus initially on adding new lanes both ways on the outside of existing lanes. One new lane will be added in each direction.
Once that work is completed, contractors will rebuild the existing lanes on the inside of I-83.
PennDOT expects the project to be completed by the end of 2021. The work is part of a broader I-83 master plan effort that has been underway for several years.
The master plan covers an 11-mile stretch that starts at the northern end of I-83 in Lower Paxton Township, where it intersects with Interstate 81, and runs over to the West Shore at the New Cumberland exit.
The West Shore piece, where I-83 and Route 581 meet — aka the York split — was recently completed as part of an early-action project at PennDOT.
Meanwhile, other construction efforts are underway to widen I-83 in the North York corridor.
