Springettsbury Township-based Stambaugh Ness named Valerie Higgins director of architecture, engineering and construction advisory services. She will lead the practice area and collaborate with clients. She was a controller, software consultant, CFO and project manager.

Conewago Township-based Smith Elliott Kearns & Company LLC named Michael Flurie and Jack Slick partners. They are CPAs and were partners with Maryland-based Flurie, Slick & Kinnett CPAs, P.A., which Smith Elliott acquired.

Manheim Township-based RKL LLP named D. Hunter Mink a partner. He is a manager in the audit services group and plans and oversees audit engagements. He is also a member of the real estate development and construction industry group. He is a CP and a certified construction industry financial professional and has a bachelor’s degree from York College of Pennsylvania.

East Pennsboro Township-based Brown Schultz Sheridan & Fritz named Courtney L. Heinly an audit staff accountant on the nonprofit team. She has a bachelor’s degree from Lebanon Valley College.

Manheim Township-based The Walz Group named Kristen O’Connell manager. She will manage day-to-day operations of the payroll division, including staff and client relationships. She was a payroll supervisor. She has a bachelor’s degree from Central Pennsylvania College. Kenneth Miller Jr. was named supervisor in the tax division. He helps businesses and individuals with tax planning and reporting. He has a bachelor’s degree from Albright College.

East Pennsboro Township-based Boyer & Ritter LLC named Meghan Stambaugh marketing coordinator. She will assist with digital communications, sponsorships, special events and business development. She has a bachelor’s degree from Millersville University.


York-based Barton Associates Inc. named Jason M. Moore a project manager and senior mechanical engineer in the State College office. He will be responsible for administration and technical supervision of projects, generating proposals and scheduling workload. He is a professional engineer and has a bachelor’s degree from Penn State. Jason E. Dillow was named a mechanical engineer in the Pittsburgh office. He will perform design calculations and layouts; equipment selections, research and specifications for equipment; and research of code requirements. He is a professional engineer and a LEED Accredited Professional. He has an associate degree from Penn State and a bachelor’s degree from Point Park University. Joshua A. Cillo was named a mechanical designer in the Pittsburgh office. He will perform design calculations and layouts, equipment selections, research and specifications for equipment, and research of code requirements. He has more than 17 years of construction and engineering experience and an associate degree from ITT Technical Institute.

East Hempfield Township-based Providence Engineering Corp. named Eric Alwine project manager in the York office. He will coordinate and manage project teams. He was employed with Carney Engineering Group. He has a master’s degree from Penn State.

Manor Township-based Rettew named Joe Anderson a project technician in the subsurface utility engineering group. He will work in the Pittsburgh office and manage day-to-day project and client administration and assist with environmental field work. He was employed with LA Fitness. He has a bachelor’s degree from the University of Pittsburgh. Cathy Bihlman was named a senior surveyor in the surveying group, based in Ohio. Bihlman will complete residential and commercial boundary surveys, surface and underground mine surveys and permitting and conduct horizontal gas well surveying and platting. She was a project manager with JHA Cos. She has a certificate from Jefferson Technical College. Brian O’Neill was named a senior civil engineer in the civil municipal group. He will work from the Mechanicsburg office and focus on stormwater systems, subdivision reviews, water distribution and treatment systems, and road and street maintenance. He was a staff engineer for South Middleton Township. He has a bachelor’s and a master’s degree from Penn State and another bachelor’s degree from Gettysburg College.


Harrisburg-based Pennsylvania Chamber of Business and Industry elected Mark Lauriello a board member. He is president and CEO of Manor Township-based Rettew and has been employed there for 28 years. He is a professional engineer and has a bachelor’s degree from the University of Delaware.

Rapho Township-based Keystone Chapter of Associated Builders & Contractors named Kelly M. Moore marketing and communications coordinator. She will help share the organization’s mission through digital and print media. She was an associate multimedia designer for Design Revolution Studios LLC. She has a bachelor’s degree from Elizabethtown College.


South Middleton Township-based Jacqueline L. Powell & Associates Inc. named Stephanie Chaplinski-Kane a financial adviser. She is a registered representative and investment adviser representative of Invest Financial Corp. She is a graduate of Dickinson College.

Swatara Township-based Belco Community Credit Union named Eric Leidigh a supervisory committee member. He is the owner of Leidigh’s Heating & Air Conditioning in Marysville. He was an associate volunteer.

Chambersburg-based F&M Trust named Benjamin DeBell capital region business banker. He will work from the Hampden Township office, supporting small business clients and seeking to expand the bank’s commercial portfolio. He has more than 15 years of financial services experience and most recently was a senior branch manager with M&T Bank. He has a bachelor’s degree from Susquehanna University.


East Lampeter Township-based High Construction Co. named James P. Kline job superintendent. He will lead, plan and organize assigned construction projects. He was senior project superintendent with Poole Anderson Construction in State College. He has a certificate from Stratford Career Institute in Vermont.

Manchester Township-based Investment Real Estate Construction LLC named Jeff Murdorf director of construction. He will lead all construction projects for the Investment Real Estate Group of Companies, including the Moove In Self Storage portfolio. He owned a commercial general contractor construction firm in Texas. A military veteran who served 18 years of active duty, he has a bachelor’s degree from the University of Management & Technology.

West Earl Township-based Benchmark Construction Co. named Jason Birdwell, John Herr, Chad Livingston, Marlin McGallicher, Jason Shenk, Matt Shinton and Tim Witmer superintendents. They will coordinate all site construction activities and supervise and train all field personnel.

Lancaster-based Wohlsen Construction Co. named James J. McConlogue a mechanical, electrical and plumbing preconstruction manager. He will lead preconstruction and estimating services, coordinating and evaluating mechanical, electrical and plumbing pricing and design. He has 30 years of construction experience. Thomas Lauletta was named mechanical estimator. He will estimate projects’ MEP packages. He has four decades of mechanical-estimator and project-manager experience. He is a graduate of Widener University. Joseph Murphy was named a mechanical, electrical and plumbing field coordinator. He will coordinate mechanical, plumbing, fire protection and electrical aspects through all project stages. He has 27 years of experience.


East Lampeter Township-based High Environmental Health & Safety Consulting Ltd. named Katherine A. Miller safety and health consultant. She was environmental, health and safety manager with Armstrong World Industries Inc. in Oregon. She has a bachelor’s degree from Millersville University of Pennsylvania.


Millersville University named Gale Martin executive director for marketing and communications. She has managed marketing and communications in academic settings for 11 years. She is also the founder of and the author of three novels. Pennsylvania Department of Transportation named Jerry Hartman Adams County maintenance manager. He has been employed with PennDOT since 1984 and was most recently acting county maintenance manager. He has an associate degree from Harrisburg Area Community.

Health care

Harrisburg-based UPMC Pinnacle named Dr. James Raczek system chief medical officer. He will lead quality and safety programs, medical education and medical staff relationships and contribute to strategic planning and implementation. He was senior vice president and chief medical officer at Eastern Maine Medical Center. He is a U.S. Air Force veteran, serving as a staff family physician in Nebraska. He has a bachelor’s degree from Carroll College in Wisconsin and a medical degree from the University of Wisconsin Medical School. Dr. Melissa Puher and Heather Weddle were named members of UPMC Pinnacle Supportive Care and Palliative Medicine’s clinical team. Puher has a medical degree from West Virginia School of Osteopathic Medicine. Weddle was director of clinical services for the mid-Atlantic region with Aspire Healthcare. She is an advanced practice registered nurse and has an undergraduate degree from York College and a master’s degree from Widener University. Cristina Salabao was named a member of Hematology and Oncology. She has a degree from Southern Illinois University-Edwardsville and a master’s degree from Saint Louis University. She was employed in adult oncology and hematology at Saint Louis University Hospital and the Center for Outpatient Blood and Marrow Transplantation. Moira Nester was named a certified registered nurse practitioner with FamilyCare Newport. She has a bachelor’s degree and master’s degree from Penn State.


Derry Township-based Hershey Entertainment & Resorts named Wendy McClintock vice president of finance and treasurer. She will oversee financial strategies, analysis, reporting, accounting operations and procurement. She was assistant treasurer.
