Associations

East Pennsboro Township-based General Contractors Association of Pennsylvania elected Noble C. Quandel president, Steven M. Massaro vice president, Philip Radomski treasurer, Todd A. Dominick immediate past president, and Jon O’Brien executive director. Quandel, who represents Keystone Contractors Association, is chief executive for Quandel Enterprises of Harrisburg. Massaro, who represents Master Builders’ Association of Western PA, is employed with Massaro Corp. of Allegheny County. Radomski, who represents General Building Contractors Association, is employed with Frank V. Radomski & Sons Inc. of Philadelphia. Dominick, who represents Master Builders’ Association of Western PA, is employed with Rycon Construction Inc. of Allegheny County.

Manchester Township-based York Builders Association elected Jason Barshinger president. He is co-owner of Embee & Son Inc. and manages the York retail location. He is a graduate of West Chester University.

York Builders Association named Melissa Fritchey director of marketing and events. She will oversee the association’s public events, manage internal and external communications, and develop and implement an overall marketing strategy. She was director of public relations and public affairs with the PA Builders Association. She has a bachelor’s degree from Clarion University and a master’s degree from Shippensburg University.

Wormleysburg-based Pennsylvania Food Merchants Association named Lou Mola vice chairman of its board of directors. He is loss prevention manager for Wawa Inc. Patrick Burns, Brent Cotten, Gary Gloeckl, Scott Kolat, James Pulsifer and Robert Sincavich were named board members. Burns is the owner of Burns Neighborhood Markets, Philadelphia; Cotton is senior director of global customer and industry affairs with The Hershey Co.; Gloeckl is vice president of sales with A.J. Silberman, a division of Eby-Brown in Allegheny County; Kolat is senior vice president of sales and business development with Eby-Brown of Illinois; Pulsifer is senior manager of state relations and regulatory compliance with Altria Group Distribution Co. of Virginia; and Sincavich is president of Team Sledd of Ohio.

Susquehanna Township-based Pennsylvania Credit Union Association named Christina Mihalik senior vice president of government relations. She will oversee all legislative and regulatory advocacy programs and engage with compliance and other experts to nurture a positive operating environment for Pennsylvania credit unions. She was a governmental affairs specialist. She has bachelor’s and master’s degrees from New England College in New Hampshire.

Banking/finance

Chambersburg-based F&M Trust named David Beitzel mortgage originator for Cumberland County and the Capital Region. He will work from the Ritner Highway office near Carlisle and manage existing mortgage clients and develop new relationships. He was a mortgage originator with Citizens Bank.

Construction

Lancaster-based Wohlsen Construction Co. named Steven M. Davis a project manager for Wegmans Food Markets project. He will plan, organize and manage resources needed to complete the work. He is a Leadership in Energy and Environmental Design Green Associate. He has a bachelor’s degree from Penn State. Charles W. Zetterman was named superintendent for the Village of Olde Hickory project. He will initiate and monitor actions for optimum performance and on-time project delivery. William A. Bendokas was named superintendent on various small projects. He will lead and direct the fieldwork, solve unforeseen problems and maintain quality and safety standards. He is a journeyman-certified craftsman and has a bachelor’s degree from Penn State.

Government

Pennsylvania Council on the Arts named Karl Blischke executive director. He was employed in senior-level positions with the Florida Department of Economic Opportunity and Governor’s Office of Tourism, Trade and Economic Development. Before that, he was employed with Pennsylvania Council on the Arts.

Pennsylvania Department of Conservation and Natural Resources named Phillip Schmidt park operations manager at Ridley Creek State Park Complex in Delaware and Chester counties. He also will oversee operations at White Clay Creek State Park in lower Chester County. He was manager at Caledonia State Park Complex in Franklin and Adams counties. He has a bachelor’s degree from Penn State. Earl Hockenberry was named park operations manager at Caledonia State Park Complex. He was interim manager at Susquehannock State Park Complex in Lancaster County. He has a bachelor’s degree from Indiana University of Pennsylvania.

Law

Harrisburg-based McNees Wallace & Nurick LLC named Nicole Fiamingo legal project management coordinator. She will work with the firm’s lawyers to respond to requests for proposals, set prices and manage legal projects. She has a bachelor’s degree from Keystone College and an MBA from La Salle University.

Lancaster-based Barley Snyder named Lindsey M. Cook and David C. Watkins attorneys. Cook will work in the litigation practice group from the Lancaster and York offices. She is a litigator and was an adjunct professor of trial advocacy with the University of Maryland Francis King Carey School of Law, from which she also has a law degree. Watkins will be a member of the intellectual property practice group and work primarily from the Chester County office. He is a certified patent attorney.

Nonprofits

Lebanon-based Lebanon Valley Chamber of Commerce named Chris Gebhard of Hoaster Gebhard & Co. chairman; Jamie Hanford of Ladd Hanford Auto Group chair elect; Jeffrey Allar of Bayer HealthCare first vice chair; Julie Osborne of The UPS Store secretary and corporate treasurer; Georgette Dukes McAllister member-at-large; and Ed Coyle of Buzgon Davis Law Offices immediate past chair. Bill Bering of Bering Real Estate, Thomas Harlow of WellSpan Good Samaritan Hospital, Jamie Yocum of G.F. Bowman, Don Raiger of Lebanon Valley College, Audrey King of Bell & Evans, Jeff Steckbeck of Steckbeck Engineering & Surveying and Phil Tipton of Lebanon Valley Family YMCA were named board members.

Lancaster Chamber named Nelson Longenecker chair of the board of trustees. Longenecker is vice president of business innovation with Four Seasons Family of Companies.

Senior care

West Lampeter Township-based Willow Valley Communities named Craig D. Thompson executive vice president of residential operations for its Willow Valley Living management company. He will oversee property management and services, information technology, resident life and wellness, and residential operations. He was vice president of operations with High Steel Structures in East Lampeter Township. He has a bachelor’s degree from Penn State, an MBA from Drexel University and a master’s degree from the University of Pennsylvania.

Utilities

Cumberland Township-based Adams Electric Cooperative named Meredith Catchings member services representative and floater in the finance and member services department. She was the marketing and events manager at Battlefield Harley-Davidson. She has an associate degree from Harrisburg Area Community College. Andrew Mummert was named an information technology specialist in the information technology department. He was a computer technician for Upper Adams School District. Andrew Kuykendall was named a first-year apprentice in the engineering/operations department. He was a groundman.
