New apartment community to bring 136 apartments to Dover

A new apartment complex is under construction in Dover, York County.
The Apartment Gallery broke ground on phase one of Dover Highlands, a 15, two-story building community on 50-acres adjacent to the new Dover High School, said Vincent Sibol, president.
The $24 million project will have 136 one- and two-bedroom apartments that are expected to rent from $1,200 to $1,500 per month, he said.
“We’re excited to continue that long-standing relationship as we introduce Dover Highlands to the greater York community,” Sibol said. “Our intent with Dover Highlands is to provide a comfortable, spacious community where residents can enjoy a more rural setting but still be close to the schools and retail establishments in the growing Dover community.”
Sibol said the first five buildings will be ready for occupancy in September and pre-leasing has started. The remaining 10 buildings will be complete by early 2025.
“The community will feature multiple recreation areas including a mix of playgrounds, outdoor fitness areas similar to what you’d see along a fitness trail and walking paths that wind through the community,” he added.
The apartments will feature nine-foot ceilings with open floor plans and in-unit laundry. Each apartment will have a ground-floor entry and one-floor living.
A second phase of the community is being planned as well. Sibol said details of that phase are still being developed but will likely include another 50 units as well as a clubhouse with an office and fitness space.
The Apartment Gallery has acquired, developed and managed housing in York for more than 40 years, Sibol said.
