McNees absorbs Harrisburg lobbying firm

The midstate’s largest law firm has acquired a well-known Harrisburg lobbying firm for an undisclosed sum.

Harrisburg-based McNees Wallace & Nurick LLC, which has around 135 attorneys, said Tuesday it purchased Capital Associates Inc. in a deal that closed Feb. 1.

Capital Associates will retain its name and organizational structure but operate under the law firm’s Community Networking Resources subsidiary, which focuses on government affairs and issues advocacy for business clients. 

The five employees at Capital Associates, including founder Jay Layman, will remain with McNees. Other employees include Paula Vitz, Nick Kratz, Sara Callie and Marla Wasson.

“Adding Capital Associates elevates our state lobbying to a higher and deeper level,” David Kleppinger, chairman at McNees, said in a statement. “Their strong mix of youth and experience enhances our ability to serve our clients and the community and their integrity and reputation is aligned with ours.”

Layman has nearly 50 years of experience in the Pennsylvania public affairs arena. He became a lobbyist for the law firm of Killian & Gephart in 1972 while attending law school. After 22 years with the firm, including stints as managing partner and head of the firm’s lobbying practice, Layman founded Capital Associates in 1994.

Vitz joined Capital Associates in 2001, bringing more than 20 years of experience at senior levels in both the executive and legislative branches of state government.

Kratz joined the firm in 2014 after working for the Pennsylvania Retailers’ Association where he managed legislative issues and served as a lobbyist. Wasson also started with Capital Associates in 2014. She provides financial management, compliance reporting and administrative oversight for the team.

Callie joined the firm last year after graduating from Millersville University where she majored in government and political affairs.
