Design could begin within the next month once Lobar receives
the go-ahead from the Army, said Tim Phipps, a Lobar project manager. The
reserve center could be complete by the spring of 2011. The center will include
a training center and vehicle maintenance facility, he said.

The center will replace other training facilities being
closed as part of Defense Department consolidations around the Scranton
and Wilkes-Barre areas, according to WNEP-TV 16 in
Moosic, Lackawanna
