Lancaster County Workforce Development Board under new leadership

The Lancaster County Workforce Development Board announced today it has appointed a new leader.

The board promoted Cathy Rychalsky as its new executive director.

Rychalsky has been serving as interim executive director since February, and has worked for the board since January 2015 when she started as a contract and compliance officer.

She has a master’s degree and a bachelor’s degree in business administration, and spent 20 years managing local nonprofits and state agencies developing policies to help people be more self-sufficient.

Rychalsky replaces Dale Hamby, who left the organization in February.

The board, which aims to meet workforce needs in Lancaster County, has been undergoing changes due to the federal Workforce Innovation and Opportunity Act of 2014. The act gave the board additional funding for workforce activities in the county.

As interim executive director, Rychalsky has lead the organization through the changes, and has been instrumental in helping the board reach out to businesses to learn about their current and future employment needs, according to Robert Rhoads, executive vice president of East Cocalico Township-based Precision Medical Products Inc. and chairman of the board.

“As interim executive director, Cathy has demonstrated her enthusiasm for serving the unemployed and underemployed in our area, especially those who face barriers to employment such as limited English proficiency or lack of work experience,” Rhoads said.
