Riley’s focus is issue advocacy, a specialized form of indirect lobbying that aims to influence public policy on major issues and topics. It spans industries, interest groups and politics and involves messaging and promoting an issue to the public, policymakers and other stakeholders. “Advocacy is about shaping opinions by positioning ideas and outcomes as winning political issues. When done well, issue advocacy goes beyond education and moves people to action,” she said.

She has been in her position 22 years. Recently, she spoke out in support of House rules that address the culture of harassment in Harrisburg, especially for female lobbyists. “Thankfully, the House passed rules extending due process to anyone who experiences harassment from a member while engaged in official duties or on House property. It is a good, but small, step. The culture is still tinged with the acceptance of harassment and continues to be a stark reminder to all female lobbyists of what can happen to them at the workplace,” Riley said.

Her path to lobbying was driven by a desire to understand how laws are made, how government functions, and how politics influences it all. She started in political campaigns and saw firsthand how politics can be a powerful tool for creating change and bringing attention to important topics. “Now, for my clients, making sure their voice is heard in the decision-making process is personally and professionally satisfying,” Riley said.
