Gannett Fleming among firms in Turnpike expansion proposal

The commission requested concepts and solutions for
public-private partnerships (P3s) on the highway projects in September and
three business consortiums submitted ideas Jan. 15, said Carl DeFebo, a
turnpike spokesman. The turnpike commission wants to partner with private firms
for the finance, completion and management of three highway sections around Pittsburgh.

is one of several engineering firms in Mon Valley
Public Private Partners, a U.S.-centric consortium of eight construction,
management and finance companies, including PNC Capital Markets, a division of
Pittsburgh-based PNC Financial Services Group.

The group is competing with two groups from Europe: a
partnership among Madrid-based construction and management firm Global Via
Infrastructures
and San Francisco-based engineers URS Corp.; and another partnership between Madrid-based
ACS Infrastructure Development and its U.S. construction subsidiary Dragados
USA.

The number of firms involved in each partnership is not a
reflection of their strength, Defebo said. The European firms have more
experience with P3s, so the infrastructure companies are more inclusive of some
finance and management elements, he said.

“We’re thoroughly scrutinizing the submissions and deciding
what the next step will be,” Defebo said.

If the turnpike commission likes the ideas – the details of
which are not being released at this time – for the 50 miles of road, it could
request more specific proposals, he said.
