KEYNOTE: Andrea Flowers, Director of Operations and Programs at the Pennsylvania Association of Community Health Centers (PACHC)
Andrea joined PACHC in November 2020 as the Director of Operations and Programs. Her role at PACHC is to provide guidance and operational assistance to health center staff. She collaborates on the management of various grants, special initiatives and projects. Andrea is a graduate of the Pennsylvania State University having majored in Health Policy and Administration. Prior to coming to PACHC, she has worked within a local health system managing a non-clinical department and staff. Her work focused on program development, compliance, recruitment and retention. She served as Education Chair for the Pennsylvania Society of Directors of Volunteer Services. Her additional work experience includes practice management and physician residency programs.

Nicole Stallings, president and CEO, The Hospital and Healthsystem Association of Pennsylvania
Nicole Stallings is president and CEO of The Hospital and Healthsystem Association of Pennsylvania (HAP), which works with more than 235 member hospitals and health systems statewide to support access to high-quality health care in Pennsylvania communities. She leads a team of more than 50 professionals who support Pennsylvania’s hospital community in areas such as advocacy, quality improvement and population health initiatives, health equity leadership, emergency management, health policy development, regulatory guidance and compliance, research, professional development, and consulting. Nicole joined HAP in June 2023 with nearly two decades of experience in health care policy and advocacy, including as chief external affairs officer for the Maryland Hospital Association, senior policy advisor to the Maryland Secretary of Health, and chief of government relations and special projects for the Maryland Health Commission.

Sandra Valdez, Chief Human Service Officer, Spanish American Civic Association
Currently the Chief Human Service Officer of the Spanish American Civic Association (SACA) in Lancaster, PA, Sandra has worked for SACA for the past 23.5 years in a variety of positions. In her current leadership role she represents the interests of the Latina/o/x community in the Lancaster region. The majority of her career has been spent in building alliances with healthcare organizations. She serves as a Council Member of East Petersburg Borough Council, as well as multiple other regional boards. She is a public speaker, an avid volunteer, grandmother and fashionista!
Jodi Woleslagle, Senior Vice President of Human Resources, Capital Blue Cross
Jodi Woleslagle joined Capital Blue Cross in February 2021. She works closely with the executive leadership team to drive and support a people-first, results-oriented, inclusive workplace culture that is a cornerstone of the company’s vision for success. For over two decades, Jodi has held top Human Resources posts under four Pennsylvania governors and for two Fortune 500 companies. A Penn State University graduate, mother of two grown children, and kayaking enthusiast, Jodi resides in Perry County with her husband, and is an active volunteer with Operation Gratitude. She is a board member of the Whitaker Center for Science and the Arts, and an active volunteer with Operation Gratitude.

Jackie Concepcion, Vice President of Health Center Operations, Union Community Care
Jackie Concepcion is Vice President of Health Center Operations at Union Community Care in Lancaster, PA. With over 20 years of experience in nonprofit healthcare, Jackie has been squarely rooted in community service, and believes universal change begins with one person at a time. Her personal mission is to be a catalyst for change as it relates to accessible, affordable, and equitable healthcare for every family member, friend, and neighbor in our communities.
Jackie has lived and worked in the Lancaster community for over 30 years. She holds a Master’s Degree from Lincoln University and is a graduate of the Lancaster County Community Foundation Baldwin Leadership Program. Jackie currently lives in West Lampeter, Lancaster County.
Demetrios Marousis, Director of Behavioral Health, Highmark
Demetrios Marousis is a creative solution-focused executive leader and clinician with experience providing strategic clinical, operational, compliance and quality leadership.
As director of Behavioral Health, for Highmark, he leads a team of licensed mental health professional and nurses to perform utilization management activities and case management for Highmark’s insured lives. He is a contributes to Highmark’s parity compliance objectives. He is responsible for the creation and execution of strategies related to the Highmark response to the opiate epidemic, for designing and implementing processes and changes in response to legislative activities, and for coordinating and supporting enterprise behavioral health integration activities in the areas of provider relations, provider contracting, compliance quality, fraud/waste/abuse, and value-based reimbursement.
Dr. Kenneth Rogers, Vice President & Chief Medical Officer, WellSpan Behavioral Health Network
Dr. Kenneth Rogers joined WellSpan Health in October 2022, as the Chief Medical Officer of Behavioral Health Network. He previously served as the state director of South Carolina Department of Mental Health.
With more than 35 years of experience in Behavioral Health, Dr. Rogers served as chief of Psychiatry for several medical centers and health systems prior to his role with the state of South Carolina. Additionally, Dr. Rogers has more than two decades of teaching experience at various academic institutions, including University of South Carolina, University of Maryland, and Johns Hopkins School of Public Health. He is board certified in General Psychiatry and Child Psychiatry and is a distinguished fellow with the American Psychiatric Association and American Academy of Child and Adolescent Psychiatry.
