Condos, gym planned for York Woolworth building

The York Redevelopment Authority yesterday agreed to negotiate with a developer who wants to convert the downtown Woolworth building into high-end apartments and a gym, rejecting for now a rival proposal for mixed-income housing and a business incubator.
