Carlisle moves improvement district forward

Carlisle businesses,
organizations and borough officials this morning unveiled the plan for a
proposed downtown improvement district.

proposed downtown improvement district.

“We’ve studied these and I think we have a good idea of what
works and what doesn’t work,” said Perry Heath, a borough councilman and
chairman of the improvement district’s steering committee.

The plan uses mandatory fees on property owners in the
commercial district to revitalize Carlisle‘s
downtown through traffic calming, parking, aesthetic and marketing initiatives.

Highlights of Carlisle’s
proposed improvement district include:

  • Board
    of directors will have nine members with six being property owners
  • A
    two-tiered assessment for fees based on property value; offices and
    buildings with more than four apartments will be assessed at 2.75 mills;
    all other buildings will be assessed at 3.25 mills
  • Residential
    outbuildings, buildings with three or fewer apartments and owner-occupied
    homes will be excluded from the fees
  • Plan would
    raise $169,972 per year for revitalization initiatives.

The plan will be presented to the borough council at
tonight’s meeting. If the council accepts the plan, it will be on display to
the public for 30 days, Heath said. The plan will also be mailed to all
commercial property owners in the district.

The steering committee and borough will schedule a hearing
at the end of the 30 days to take comment on the plan. Once a final draft is approved,
affected property owners will have 45 days to register a negative vote in
writing.
