Schaffer was an intern with Boyer & Ritter. She has an associate degree from Harrisburg Area Community College, a bachelor’s degree from Shippensburg University and an MBA from Penn State. Handiboe was an intern in Susquehanna University’s financial office. She has a bachelor’s degree from Susquehanna’s Sigmund Weis School of Business. Evans was a volunteer tax preparer for low- and moderate-income families. He has undergraduate and master’s degrees from Bloomsburg University. Bourne was a mechanical engineer. He has an associate degree in engineering technology from South Hills School of Business & Technology and a bachelor’s degree from Penn State’s Smeal College of Business. Dixon has a bachelor’s degree from Susquehanna’s Sigmund Weis School of Business. Byra has undergraduate and master’s degrees from Bloomsburg University.


RKL Wealth Management LLC named Haley M. Schwartz a wealth adviser. She will help individuals and families create sound financial plans to achieve their goals. She has a bachelor’s degree from Penn State.

Shippensburg-based Orrstown Financial Services Inc. named Diane Velletri a mortgage originator. She will work from the Lancaster Loan Production Office on Fruitville Pike. She has more than 20 years of Lancaster County banking experience and was a mortgage loan officer with Fulton Bank. She is a graduate of Lebanon Valley College. Danielle Makrias and Michael Kilgour were named vice presidents and relationship managers. They will be based in the Harrisburg regional office and focus primarily on commercial business development in York County. They were both employed with First National Bank of Pennsylvania. Makrias is a graduate of the University of Missouri. Kilgour has more than 26 years of financial services experience and is a graduate of Drake University.


Lancaster County-based GSM Roofing named John M. Yuko senior vice president of operations. He will be involved in operational strategic planning and focus on day-to-day roofing operations. He was with Armstrong Flooring.

York-based Wagman Construction named Mark Morrow general superintendent. He will supervise project superintendents as they maintain the construction schedule and manage trade contractors’ daily work. He has been with Wagman for more than 29 years and was senior superintendent.


Penn State’s Dickinson Law in Carlisle named Matthew J.B. Lawrence assistant professor of law. He will also help develop the school’s health law program, including a joint degree program with Penn State College of Medicine and the Center for Innovation and Entrepreneurship. He was an academic fellow and lecturer on law at Harvard Law School’s Petrie-Flom Center for Health Law Policy, Bioethics and Biotechnology. He has a degree from Brown University and law degree from New York University School of Law.

Philadelphia-based Cozen O’Connor named Vincent Candiello a trial lawyer and labor relations negotiator in the labor and employment department. He will work from the Harrisburg office representing clients in labor and employment-related lawsuits, administrative claims, arbitration and unfair labor practice charges before the National Labor Relations Board. He is also a certified mediator. He was a principal in the labor and employment and employee relations practice groups with Post & Schell P.C. He has a bachelor’s degree from Penn State and a law degree from University of Detroit Mercy School of Law.


Middlesex Township-based Tuckey Metal Fabricators Inc. named Logan Sheely general manager. He will oversee all operations, including the industrial fabrication shop and field crews. He has a bachelor’s degree from Kutztown University. Mike Tuckey, the previous general manager, was named a senior account representative.


Swatara Township-based Target Media and Target Digital named Steve Gonzalez executive vice president of administrations and operations. He will oversee all administrative and operations activities. He has more than 20 years of experience in media buying, research and planning in the Philadelphia and Washington, D.C., markets. He was developmental sales manager at WPEN 97.5. He was also an adjunct professor at Temple University. He is a graduate of Fordham University.

York-based Gavin named Chris Savarese vice president of client services. He will reinforce the agency’s services among existing and prospective clients and help build business with national clients. He has 15 years of public relations and integrated marketing experience and was employed with Text100, Ketchum and Edelman. He has a bachelor’s degree from Marist College.


Derry Township-based Vista, which provides services to children and adults living with autism, named Richard S. Kocher a board member for The Vista School and The Vista Foundation. He retired as chief legal officer of Philhaven Hospital in Mount Gretna. He has two master’s degrees and a law degree. Pamela A. Raffensberger was named CFO of The Vista School, The Vista Foundation and Vista Adult Services. She was CEO of Akron-based Ten Thousand Villages. She has a degree from the University of Baltimore.

Chesapeake Bay Foundation’s Harrisburg office named Molly Cheatum Pennsylvania watershed restoration program manager. She will manage restoration field staff in Pennsylvania, collaborate with stakeholders, and develop and manage restoration projects that reduce pollution to Pennsylvania waterways and the Chesapeake Bay. She had led a nonprofit that helped small farmers in Africa. She has a bachelor’s degree from the University of Mary Washington and dual master’s degrees from American University.


York-based KioWare Kiosk Software named Zach Routson a member of the sales and client services team. He will manage client accounts, fulfill incoming sales requests and perform cross-industry outreach. He served in the U.S. Marine Corps and has a degree from York College. Hailey Garrison and Ian Kruper were named software engineers on the software development team. Garrison has a bachelor’s degree from Lafayette College and Kruper is a graduate of York College.
