Highmark's Constantine named president, COO of United Concordia Dental

Dauphin County-based United Concordia Dental has a new president.

Timothy J. Constantine, president of Highmark Blue Cross Blue Shield Delaware, is joining the dental-insurance company as its president and chief operating officer, the company announced Tuesday.

In the new role, Constantine will oversee United Concordia’s sales and government programs, reporting to CEO and board chairman F. G. "Chip" Merkel.

"With more than two decades of experience within the Highmark enterprise, Tim’s knowledge and insurance expertise make him a natural fit to work with our tenured team," Merkel said.

"I have the utmost confidence that Tim will continue to grow United Concordia as a sustainable dental solutions company and position us for long-term success."

While at United Concordia, Constantine will retain his role as a market-facing executive in Delaware and Central Pennsylvania for Highmark Inc., a position he has held since 2001.

"I am excited about this new chapter in my career and look forward to leading United Concordia’s passionate team, dedicated to improving the oral and overall wellness of its members," said Constantine.

Constantine previously served as executive vice president of Commercial Markets for Highmark from June 2015 through May 2017, and as vice president of Network and Medical Management upon joining Blue Cross Blue Shield of Delaware in 1998.

He is a graduate of Loyola University of Maryland, and serves on several business and community boards in Delaware.

Headquartered in Susquehanna Township, United Concordia last year announced that it had landed the world's largest dental contract, a $2.9 billion, five-year deal with the U.S. Department of Defense.

I hope Mr. Constantine was can fix the mess United Concordia has created when they "landed the world's largest dental contract" with the U.S. Department of Defense. It is by far the worst dental plan ever. Our military deserve better then this!! Shame on you United Concordia.
