David Dodd appeals $20.9 million restitution order in Capitol View case

West Shore developer David Dodd II has filed an appeal of the nearly $21 million restitution order levied earlier this month in his federal fraud case.

Dodd pleaded guilty in 2011 to criminal charges stemming from the unfinished Capitol View Commerce Center project in Harrisburg.

Contractors walked off the site in 2008 after not being paid. The project was envisioned as a 215,000-square-foot printing, office and retail facility at Cameron and Herr streets.

It was supposed to transform the struggling redevelopment corridor.

Swatara Township-based Metro Bank stands to collect the largest piece of the pie at about $9.5 million.

U.S. Middle District Senior Judge Sylvia Rambo has yet to schedule a sentencing hearing in the case.
