U.S. Middle District Senior Judge Sylvia Rambo today ordered that West Shore developer David Dodd II must pay about $21 million in restitution in his fraud case involving the unfinished Capitol View Commerce Center in Harrisburg.

Contractors walked off the site in 2008 after not being paid.

Metro Bank will get about $9.5 million, the largest piece of the pie. Click here to read the order for more on the restitution.

Dodd has yet to be sentenced in the case after pleading guilty in 2011.

In a related manner, the property could be acquired in federal bankruptcy court next month.
