Q:  Those small businesses which are not allowed to have a deductible greater than $2,000 under PPACA - with the delay of "Pay or Play" until 2015, does this affect those small businesses with their $2,000 deductible? Or will that $2,000 still apply in 2014?

A:  When the employer reporting requirements and employer mandate were delayed until 2015, the departments specifically noted that there would be no other changes to the implementation of other PPACA regulations.

Therefore, at this time, the $2,000 deductible limit on nongrandfathered, small-group plans will still apply for the first plan year beginning in 2014.
