The Chesapeake Bay Foundation and the Choose Clean Water Coalition has undertaken an analysis of selected interim 2012-13 milestone cleanup goals, with Pennsylvania behind or missing the mark for several of its evaluated practices, according to a news release.

The commonwealth was on track or exceeded its goals for conservation plans, barnyard runoff control and stormwater infiltration practices. But forest buffers, conservation tillage, farm acres with nutrient management plans and urban tree canopy goals "significantly missed the mark."

The state also needs to accelerate issuing permits for wastewater treatment plants, according to the release. None of the other states or Washington, D.C., missed the marks for a majority of their practices.
