East Pennsboro Township-based Gannett Fleming named Judy L. Hricak vice president and chief marketing officer. She will coordinate the firm’s regional marketing and proposal-management personnel, oversee strategy development and continue to manage national marketing and business development. She has a bachelor’s degree in communications from Penn State University.

Swatara Township-based Skelly and Loy named Robert L. Kowalczyk a professional engineer with its geoenvironmental services group. He has more than 33 years of experience, including facility compliance evaluations and managing comprehensive environmental response, compensation and liability act preremedial projects. He has a BS in environmental engineering from Penn State University.



Susquehanna Township-based Pennsylvania Dental Association elected Dr. Bernie Dishler president. Dishler has been in practice at the Yorktowne Dental Group in Elkins Park, Montgomery County, for 36 years. He has a dental degree from Temple University School of Dentistry.

Harrisburg-based TechQuest Pennsylvania named David F. Bonsick president and CEO. He has more than 20 years of experience, most recently as vice president of external affairs with CenturyLink. Previously, he was employed with the Commonwealth Technology Investment Office, the Pennsylvania Restaurant Association, the Pennsylvania Rural Electric Association and as a staff assistant to former U.S. Sen. Arlen Specter. He is a graduate of Lycoming College.



Manheim Township-based Emerald Asset Management Inc. named Joseph G. Witthohn vice president of product development and exchange-traded funds strategies. He has 18 years of investment experience and was part of Janney Montgomery Scott’s investment strategy group. He has a bachelor’s degree in marketing and management from Philadelphia University, an MBA from the University of New Hampshire and a master’s degree in finance from Boston College.

Mount Joy-based Union Community Bank named Vicki Krempels a vice president and financial consultant. She was a registered representative with Kornfield Investment Management and a senior sales director with Mary Kay Inc. for 12 years.



Gov. Tom Corbett named Curt Steffy of Chester County and Joseph G. Swanderski of Centre County to the State Board for Certification of Water and Wastewater Systems Operators.

York County Commissioners named Jonathan D. Holmes to the York Housing Advisory Commission, which advises on issues related to the development of affordable housing. He is a professional engineer and president and CEO of Gordon L. Brown & Associates Inc. He also is chairman of the Jackson Township Board of Supervisors.



Upper Allen Township-based YTI Career Institute of the Capital Region named Ivan Quinones a criminal justice and first response instructor. He is a command officer with the Maryland State Police and has more than 22 years of investigative and law enforcement experience.



York-based Crispus Attucks Association elected Kenneth Martin vice president and George N. Dotzel III treasurer and chairman of the finance committee. Martin is dean of campus operations with York College. Dotzel is a certified public accountant and a principal with SF&Company’s York Township office.

Susquehanna Township-based Central Pennsylvania Chapter of the Leukemia & Lymphoma Society named Dr. Andrew Bloschichak and Lori Reese to its board. Bloschichak is senior medical director of Central Pennsylvania with Highmark and Reese is a benefits manager with Valenti Mid-Atlantic Management.



Springettsbury Township-based Signs By Tomorrow of York named Ed Naill an outside sales representative. He has 32 years of screen printing experience and will help oversee business and customer service in the York/Harrisburg area.



Ephrata-based The Performance Group named Thomas E. Readdy president. He has more than 25 years of financial services experience, most recently as a senior vice president with Affinity Bank of Pennsylvania. He has a BS in business administration from Shippensburg University and an MBA from St. Joseph’s University. Shaun Shillady was named business development director for the health care services division. He has more than 15 years of health care administration experience, a BS in psychology from Alvernia University and a master of health administration degree from St. Joseph’s University.



East Lampeter Township-based High Company LLC named Joel P. Weaver assistant tax manager. He will concentrate on real estate companies, sales and use tax issues and unclaimed property reporting. He was a senior tax accountant. He has a BS in business administration from Millersville University. Aidalis Lopez was named a senior human resource specialist with affiliate High Concrete Group LLC. Her responsibilities will include recruitment and coordinating performance management and attendance for hourly employees. She was a human resource specialist. Maureen E. Cruz was named a human resource specialist. She will provide support for High Hotels Ltd. and High Real Estate Group LLC hourly employees.
